A meeting was held on 2nd November, 2018 to evaluate the balance work to be done on Gym Car No. 021-78630. Minutes of that meeting, obtained by the Dossier Center, show that in addition to officials from the Zircon Service and Russian Railways, 10 officials from the Federal Security Service (FSO), the agency responsible for protecting the Russian president, were present.
