The draft of the Karnataka State Civil Services (Conduct) Rules, 2020 was released on Tuesday, where the Karnataka government has framed rules for government employees. The Karnataka government has proposed a ban on government officials acting in films and television programmes. It will come into force as soon as it is finalised.
Can’t act but can write stories
The draft rules have several features. It has a title ‘Participation in the press, radio or television, performing arts or any form of mass media or publication of books, articles, etc.’ The rules state, ‘No Government servant shall act in films or television serials or engage himself in any work connected therewith without the permission of the competent authority.’
According to this rule, no government employee can take part in the editing or management of any newspaper or publication without the permission of the official. However, literature, plays, essays, poems, short stories, novels shall be permitted to be published without the permission of higher authority, provided the officer shall not use his office for such publication or promotion.
