    Ukraine has set conditions for working with Russia on the NATO security proposal amid tensions

    NATO Secretary-General Jens Stoltenberg on Friday set out conditions for working with Russia on its new security proposal and offered to work with Moscow to build new trust between them if it helps reduce tensions with Ukraine.

    Russia wants to negotiate with the United States and its NATO allies. No details were released, but the Kremlin said a senior Russian envoy was ready to leave for a neutral country for talks on the proposal.

    Stoltenberg said that NATO had received the documents, and that any dialogue with Russia would have to address NATO’s concerns about Russia’s actions, based on key principles and European security documents, and would be held in consultation with NATO’s European partners, such as Ukraine. .

    He added that 30 NATO countries have made it clear that if Russia takes firm steps to reduce tensions, we are ready to work to strengthen confidence-building measures. He did not elaborate.

    The tension can rarely be too high. U.S. intelligence officials say Russia has withdrawn 70,000 troops from its border with Ukraine and is preparing for a possible attack early next year. Moscow has denied any involvement in the attack, although it has been in the past. It wants assurances that Ukraine will never join NATO.

    Fighting broke out in eastern Ukraine between Ukrainian forces and Russian-backed separatists after Russia annexed Ukraine’s Crimean peninsula in 2014. It killed more than 14,000 people and destroyed Ukraine’s industrial center Donbass.

    In a statement late Thursday, NATO envoys warned that they were seriously assessing the impact of the current situation on coalition security. They say the world’s largest security agency is ready to strengthen its presence in Eastern Europe near Russia if necessary.
